Colonel William (Bill) Parker is the Commander, 65th Medical Group, Lajes Field, Azores, Portugal. He commands 140 personnel in two squadrons and provides executive leadership in the management of a $3.4 million annual operating budget and a $2.4 million equipment account. He directs the delivery of comprehensive outpatient health care to more than 2,000 beneficiaries in a remote overseas location.
He received a direct civilian commission in 1988 and is Board Certified, Fellow, in healthcare management through the American College of Healthcare Executives.
Colonel Parker began his military career in 1986, as an Air Force Reserve Medical Service Corps (MSC) officer with the 60th Aero-medical Evacuation Squadron (MAC), Andrews AFB, Maryland. In October 1988, he received a direct commission into active duty as a MSC and his first duty assignment was the Air Force Academy, Colorado Springs, Colorado where he served as the Commander, Medical Squadron Section; Director, Personnel & Administration; and Director, Patient Administration. In July 1992, he moved to the 30th Medical Group, Vandenberg AFB, California where he served as the Director, Patient Administration; Director, Resource Management; and TRICARE. In July 1996, he was selected for a HQ ACC/SG Resource Management Fellowship, Langley AFB, Virginia. He subsequently became ACC/SG's Director, Manpower and Force Management. In July 2000, he moved to HQ AFSPC/SG, Peterson AFB, Colorado as the Chief, Medical Programs and Resources. In June 2003, he assumed command of the 31st Medical Support Squadron, Aviano AB, Italy. In June 2006, Colonel Parker assumed command of the 88th Medical Support Squadron, Wright- Patterson AFB, Ohio.
After his assignment at Wright- Patterson, In June 2008, Colonel Parker was assigned to Germany, where he was the Deputy Commander and Administrator of the 86th Medical Group at Ramstein Air Base, Germany.
